6.8 Where can I browse all the schemes I might qualify for?

grants.mt is a directory of grants and tax benefits, listing 481 schemes when we looked on 21 October 2026, filterable by category (Business, Employment, Energy, Housing and others) with deadlines and amounts on each card.

It has a guide for first-time business owners that suggests a path:

  1. Business Start
  2. Business Reports for SMEs
  3. Micro Invest 2024
  4. Start-up Finance
  5. Marketing Strategy or Market Research for growth

Schemes it surfaced that are worth checking on the official pages:

  • Business Start (up to €10,000)
  • Business Reports for SMEs (€4,000 lump sum, 80% of eligible costs)
  • Micro Invest 2024
  • Innovate (up to 50% of eligible costs)

6.9 My clients could use a grant, but I'd be the one delivering the service. Do I need to register as a provider first?

It depends on the scheme, and the body you register with differs. Example: under Jobsplus's MySkills Scheme, learners can claim reimbursement of training fees up to €5,000 per application, but only for courses from registered training providers.

A provider must be registered and licensed to operate in Malta, with accreditation or registration from the relevant authority:

  • MFHEA for educational institutions and tuition centres
  • Transport Malta for maritime and aviation training

The provider applies online using the form on the Jobsplus page, then submits each course separately with a syllabus or content outline, because provider approval does not automatically cover courses.

There is no fixed registration deadline. Foreign providers qualify only if they meet the same conditions.

6.10 Which other schemes pay for services from an approved or external provider, and how do I get listed?

Some Malta Enterprise schemes reimburse clients for advice or reports from an external service provider, for example:

  • Business Reports for SMEs
  • Marketing Strategy for Micro & Small Enterprises

Both are per grants.mt.

For the earlier Business Re-Engineering and Transformation scheme, Malta Enterprise did not select providers: the Malta Chamber of Commerce compiled a recommended list, and the page says nothing about how providers apply to be listed. That scheme page says it was available until 31 December 2023.

6.19 Is there a tax incentive for angel investors who back my startup (Seed Investment Scheme)?

Qualifying investors who are individuals, resident in or operating in Malta and not connected to the company before the shares are issued, get a tax credit of 35% of the aggregate value of their investments in a qualifying company, capped at EUR 250,000 per year per investor.

Total investment in one qualifying company may not exceed EUR 750,000, and the scheme stays valid until investments reach EUR 5,000,000.

Conditions:

  • Investors must hold the investment for at least three years, after which gains on disposal are exempt from tax.
  • The investment must be made within two years of the company's first compliance certificate.
  • The company must be locally incorporated or controlled and managed from Malta, or have a place of business in Malta.

Applications go to the Malta Investment Management Company Limited (MIMCOL), which issues the compliance certificate. The credit is claimed on form RA20 with the investor's tax return.

If information would have led to refusal, the credit is clawed back with interest of 1% per month.

6.20 What do founders and advisers say about raising angel and VC money in Malta?

No first-hand angel or VC fundraising stories were found. What exists is commercial advice with a few consistent points:

  • Personal introductions matter more than cold outreach.
  • Pitches should show clear return and scalability.
  • Settle ownership, IP assignment, vesting and investor rights early, and document eligibility for schemes before spending against grant assumptions.

Investors are described as examining:

  • the product
  • the market
  • the team
  • IP ownership
  • the cap table
  • governance rights
  • runway
  • follow-on prospects

Founders are warned to stress-test access to follow-on rounds, specialist talent and international investors, and not to rely only on the local market. Public co-investment through Malta Venture Capital is described as discretionary, not an entitlement.
